June 14, 2004

The following lot numbers were recorded as submitting proxies at the 2004 annual meeting: 103, 66, 4, 89, 39, 56, 31, 23, 16, 107, 35, 68, 34, 84, 13, 91, 79, 100, 90, 60, 70, 38, 97, 30, 67, 5

The Secret Woods 2004 annual homeowners meeting was called to order by Board President Sallie Wnuk at the Southpoint Baptist Church at 7:08 pm.   The following board members attended:  Bill Bortzfield,  Byron DeLong, Tom Bozak, Jim Thompson, Carol Bozak, Horst Pophal and  Sallie Wnuk.  The 2003 annual homeowners meeting minutes were approved with one correction.  The minutes stated Sallie was elected to a one-year term.  In fact she was elected to a three-year term.  

Secret Woods resident Mark Lemmenes gave the blessing.

Board treasurer Tom Bozak then gave the accounting report.  

Tom reported that the neighborhood had a check book balance of $31,116.82 as of 6/14/2004.  The neighborhood also had a CD balance of $13,221.52 as of 5/27/2004.  He said that 100% of homeowners  had paid their 2003-2004 annual dues.  With respect to 2004-2005 Tom reported we  have still have five lot owners outstanding. 

Tom then addressed the neighborhood's audit, which residents voted to conduct at the 2003 annual homeowners meeting.  Tom noted that a duel accountability system is now in place, which means two board member signatures are required before  any bills are paid.  He went through the budget in detail, explaining each major expense.  Tom concluded the report by saying that the monthly charge to maintain the ponds will be going up effective next month.  The treasurer's report was accepted as delivered.

Sallie then reviewed projects completed over the past year which include the pool deck resurfacing, new lighting, tennis court resurfacing, new signs at the ponds and at the entrances, the audit, copies of the covenants and restrictions for everyone plus a neighborhood welcome kit for new homeowners. Resident Mary Loving was thanked for putting together the welcome letter.  Sallie also noted that new printed copies of the resident directories are available.  The board president thanked everyone that took part in the neighborhood clean-up.

Sallie then turned to new business.  She noted that T-Mobile had submitted an application to the city for a 130-foot cell phone tower on Goodnow Road.  Sallie said that a petition drive against the proposed tower is available to sign.  

James and Linda Kinnealy have also written the city asking that the cell tower request be denied.  Mary Loving suggested each resident also contact City Councilwoman Suzanne Jenkins (630-1394,  SuzanneJ@coj.net) and voice their objection.  A waiver review meeting is  scheduled for June 24 at 11am at city hall. A planning commission meeting follows at 1pm.  James Kinnealy agreed to attend the meetings and represent the neighborhood.   Several residents also said they would attend the meetings.  

Mark Wnuk made a motion that the neighborhood buy eight "No T-Mobile tower" signs and also contact the media. The motion was seconded and passed.   

It was agreed to put the signs at the front of the neighborhood. Sallie agreed to get the signs made-up.

Bill Champion made a motion up to $5,000 be spent on fighting the proposed cell phone tower.  The motion was seconded but failed.   Mark Wnuk then re-stated the motion to cap spending at $2,000.  It was seconded and passed.

Attention then turned to sheds.  Resident Renee Brantley suggested sheds should be allowed and presented a handout to the board explaining her reasoning.

Bill made a motion that an amendment be added to the covenants that make some allowances for sheds. The motion was seconded.  Discussion followed.   Renee said that the current covenants do have an out that allow for sheds through the architectural review committee.   Mary Loving said strong architectural guidelines are needed in sheds are to be allowed.  She also suggested existing structures be grand-fathered but when the home is sold the  structure would have to be removed.

The motion was approved as amended.  An amendment making allowances for sheds through board approval will be drafted by the board and mailed to all homeowners for a vote.  As required by the current covenants, at least 75 percent of lot owners will have vote for the amendment in order for it to pass.  

Bill agreed to draft an amendment by the next board meeting for review.

Attention then turned to elections to replace board members Byron Delong and Carol Bozak .   Wayne Williams, a new homeowner was nominated by Jim Thompson.   Valerie Redman was also nominated.  Both accepted the nominations and were voted in.

Walter Babcock thanked the board for the work they did this year.  Bill Champion said carpenter ants have been spotted at the pool and need to be delt with.

Susie Clooney thanked the yard of the month committee.  Marianne Pophal suggested getting quotes for straightening two of the brick posts in front of the neighborhood.

Bill Champion said if we are going to display the flag at night then we need to add a light.  Freddie Blakeman asked if more street lighting could be added.  Sallie agreed to check with the city.  Tracy Winfree thanked the board for their work.   Carol said she'd like to see more participation in future clean-up days. 

Sallie then thanked the other board members for their work over the past year and adjourned the meeting at 9:07 p.m.

The next monthly board meeting was scheduled for Monday, July 12 at 6:30pm at the Belfort Road YMCA.
